Sailendra Nath Roy (50) kazaliwa India amefariki dunia wakati akitaka kuweka record ya kuvuka mto kwa kutumia nywere zake amabozo anakuwa amezifunga kwenye waya mdogo ambao unakuwa umefungwa nywele zake. Lakini kwa bahati mbaya alipofika katikati ya mto huo ndipo nywele zilig'ang'ania kwenye waya huo na kujaribu kujinasua lakini ikashindikana.

Bodi ya Mikopo Elimu Ya Elimu ya Juu Yaagizwa Kuwapa Wanafunzi Fedha Zao ifikapo Leo

Bodi ya Mikopo ya Elimu ya Juu (HELSB), imeagizwa kuhakikisha kuwa fedha zote zilizotengwa kwa ajili ya mikopo ya wanafunzi wanaoendelea na masomo zinapelekwa vyuoni ifikapo leo.

Agizo hilo lilitolewa bungeni jana na Waziri wa Elimu, Sayansi, Teknolojia na Ufundi, Profesa Joyce Ndalichako baada ya wabunge mbalimbali kuomba miongozo kwa Spika kuhusu kuwapo kwa wanafunzi wengi waliokosa mikopo kwa mwaka wa fedha 2016/17.

Mwongozo kwa Spika ulitiliwa mkazo na Mbunge wa Chalinze (CCM), Ridhiwan Kikwete aliyeeleza kuwapo taarifa kutoka Chuo Kikuu cha Dar es Salaam (UDSM) kuwa wanafunzi wanataka kugoma kwa kukosa fedha za mikopo.

Kutokana na miongozo hiyo, Mwenyekiti wa Bunge, Najma Giga aliitaka Serikali kutoa maelezo.

Akitoa kauli ya Serikali, Profesa Ndalichako alisema fedha za mikopo kwa ajili ya wanafunzi zilikwenda vyuoni wiki moja iliyopita.

“Tatizo lililotokea kwa UDSM sijui kama walidanganyana au la lakini hawakujaza fomu. Serikali haitatoa mkopo kwa mwanafunzi ambaye hajajaza fomu. Na waliosaini leo wataingiziwa fedha zao kwenye akaunti na vyuo,”alisema.

Kuhusu wanaoendelea na masomo, Profesa Ndalichako alisema wanafunzi wote wanufaika na wanaoendelea na masomo wataendelea kupatiwa mikopo kama ilivyokuwa mwaka uliopita.

Alisema wanafunzi ambao vyuo vyao vimewasilisha HELSB taarifa za matokeo, Bodi imekwishawatumia fedha vyuoni kwa ajili ya kuwapa mikopo wanafunzi hao.

Hata hivyo, alisema taratibu za kuwabaini wanafunzi wenye sifa zinaendelea na wasio na sifa wataendelea kuondolewa kupata mikopo.

Pia, alikiri kuwa ucheleweshaji wa matokeo ya wanafunzi wanaoendelea na masomo umeathiri kasi ya kutuma fedha vyuoni.

“Wizara yangu imekwishaagiza vyuo vyote ambavyo havijawasilisha matokeo ya mitihani ya wanafunzi wao kwa mwaka wa masomo uliopita, kufanya hivyo mara moja,”alisema.

Ndalichako alisema hadi kufikia Novemba 3 mwaka huu, Sh71.042 bilioni zilikwishatumwa vyuoni kwa ajili ya wanafunzi wa mwaka wa kwanza na wanaoendelea na masomo.

Akizungumzia utoaji wa mikopo kwa mwaka wa fedha 2016/17, Ndalichako alisema katika mwaka huo, Sh483 bilioni zimetengwa na zimelenga kutoa mikopo kwa wanafunzi 119,012, wanafunzi 93,295 wanaoendelea na masomo na wa mwaka wa kwanza 25,717.

Ndalichako alisema katika mwaka wa fedha 2016/17 wanafunzi 58,010 walidahiliwa na Tume ya Vyuo Vikuu (TCU) na orodha yao iliwasilishwa HELSB na hadi Novemba 2, mwaka huu, wanafunzi 21,190 wa mwaka wa kwanza wamepewa fedha. Kati yao 4,321 ni yatima, 118 wenye ulemavu na 87 ni waliosoma sekondari kwa ufadhili wa taasisi mbalimbali.

An overweight inmate who tried to escape a Brazilian jail through a hole smashed through a prison wall had to be rescued by firemen after he got stuck halfway through.

Rafael Valadão, the well-built tattooed convict, tried to follow one of his smaller fellow prisoners

who had already made a bid for freedom through the gap.

But he was left screaming for help when he became wedged while others tried to force him through the hole they had made with a metal shower pipe.

“He has a very large physique and is also very tall,” said Lieutenant Tiago Costa, of the local fire brigade.

“The other prisoners tried to push him but he stayed stuck in the wall. He started screaming in pain, and that was when the prison guards were alerted.”

The prisoner tried to break free late on Monday night at a prison in Ceres, near Goiania, according to Jornal Populacional.

Despite his desperate attempts to squirm to freedom, portly Rafael reamained stuck fast

He was left with his upper body hanging outside of the prison while he was trapped by the hole in the wall around his midriff.

He was rescued after firemen smashed through the rest of the wall and is now being treated for a suspected fractured rib.

When police returned him to his cell, they found a suitcase full of clothes in anticipation of his escape.

Corporal Cesar, of the local military police, said there were four inmates in his cell and the prisoner who had successfully broken free had thrown a bag of clothes over the fence to collect afterwards.

The runaway climbed the 15 foot prison wall and has yet to be recaptured.

Earlier this year, eight inmates escaped from a prison in the same Brazilian state after tunnelling from their cell to a neighbouring school courtyard.

Since January, at least 14 other prisoners have also broken out with residents complaining about the constant stream of escapees coming out so close to a school.
